Chibis Governor's Report

Governor Andrey Chibis, as part of his report to the Murmansk Regional Duma, reported on the implementation of key investment projects in the region. According to the governor, the adoption of key investment decisions for the Murmansk Region at the federal level is a guarantee of further development of the Arctic.

The President of the Russian Federation Vladimir Putin supported the project of integrated development of the Murmansk transport hub. Let us recall that the issue of activating the project of development of the Murmansk transport hub was repeatedly raised by Governor Andrei Chibis.

Thus, as part of the implementation of this project, the President of the Russian Federation launched the working movement on the railway bridge across the Tuloma - from the Vykhodnoy station to the Lavna port on the western shore of the Kola Bay, and in 2025, during a working visit to the Murmansk region, Vladimir Putin launched the shipment of the first batch of coal from the Lavna transshipment complex.

The planned transshipment volume of the terminal is 18 million tons per year, with a potential increase to 24 million tons without significant additional investment.

"Implementation of the project will create additional port capacities to ensure stable year-round export of products of the Russian Federation to world markets, and will also open up new opportunities for the development of the port infrastructure of the port of Murmansk in connection with the new railway infrastructure on the western shore of the Kola Bay, which in turn will have a multiplier effect for the development of other sectors of the economy of the Murmansk region and improving the quality of life of residents," the head of the region noted.

The Governor also recalled that following his speech at the International Arctic Forum in Murmansk, Russian President Vladimir Putin instructed to increase the capacity of the Murmansk transport hub in the coming years by building new terminals and expanding railway approaches by at least three times. The projected volume of freight transportation by rail in the direction of the Murmansk seaport by 2030 is about 100 million tons.

An important decision for the region was the gasification of the Murmansk region with natural gas, which was announced by Russian President Vladimir Putin in 2022 following a meeting with Governor Andrei Chibis. This was preceded by the systematic work of the regional government. In addition, within the framework of the International Arctic Forum, which was held in Murmansk at the end of March, Vladimir Putin instructed to ensure the commissioning of the Volkhov-Murmansk main gas pipeline by 2030. The issue of gasification is extremely important for the region, since the Murmansk region is a fuel oil-dependent subject of the Russian Federation, and the high cost of fuel is one of the restraining factors for industrial development.

Thus, subject to gasification, a number of enterprises have announced the possibility of implementing new investment projects to modernize existing and create new production facilities and industries.

The head of the region paid special attention to the effects of gasification. Among them are changes in the technological structure of the largest industrial companies in the chemical and metallurgical, mining and gas chemical segments, the creation of new industries with high added value, an increase in tax revenues to the regional budget, a move away from fuel oil and coal, an increase in environmental well-being, and a reduction in utility bills for the population.

The region is currently developing a program for the development of gas supply and gasification of the Murmansk region, which will be signed in the fall of this year. Let us recall that last week Andrei Chibis held a meeting with the management of PAO Gazprom, during which the parties discussed the practical implementation of the project.
