The gasification project in the Murmansk region will give a start to new investment projects
During the regional government meeting, Deputy Governor of the Murmansk Region Olga Kuznetsova reported on the implementation of a number of industrial projects in the region. One of the most important is the gasification project of the Murmansk Region, which will not only help reduce the level of fuel oil dependence, but will also give a start to many new investment projects aimed at developing and modernizing production facilities.
The Volkhov-Murmansk main gas pipeline project envisages the construction of a gas pipeline 843 km long, 455 of which will pass through the Murmansk region. In addition to the main main gas pipeline, the project envisages the construction of 15 gas distribution stations and branch gas pipelines, as well as two natural gas liquefaction complexes in the region.
"To date, a number of meetings have already been held with representatives of the Gazprom group of companies. During the meetings, problematic issues related to the passage of the potential route of the gas pipeline were considered and a schedule for the implementation of the investment project for its construction was presented, the first meeting of the working group on gasification of the Murmansk region took place and an agreement on the implementation of the project with Gazprom was signed. At the moment, active work is underway to route the gas pipeline. The government of the Murmansk region is trying to provide maximum cooperation to the Gazprom group of companies in this matter, regular joint meetings are held, and the relevant ministries are actively helping to resolve specific issues on the deployment of each specific section of the main gas pipeline," noted Deputy Governor Olga Kuznetsova.
Industrial enterprises of the region are implementing programs aimed at development in various areas. As part of the modernization of production, infrastructure and equipment are being updated. In terms of environmental protection, enterprises have implemented measures to reduce emissions, reduce the load on water resources, and others.
A set of regional support measures is in place for industrial enterprises. Among them is support for investment activities of priority and strategic projects of the Murmansk Region in the form of tax benefits and the possibility of obtaining land plots without bidding; the measure has been implemented since 2011.
In order to support the region's industry, a mechanism for investment tax deductions for corporate income tax has been launched. The first recipient of this support measure was the Kovdor Mining and Processing Plant with an investment volume exceeding 100 billion rubles.
Another serious instrument of support of investment activity, applied in Murmansk region, is the agreement on protection and encouragement of capital investments, which gives the investor the right to stabilize tax and other conditions during implementation of the investment project. Agreements on protection and encouragement of capital investments have already been signed with 3 industrial organizations.
There are also two preferential regimes in the Murmansk region. One of them is the territory of advanced socio-economic development "Capital of the Arctic". The boundaries of the TOR include the largest investment projects of the region and work is constantly being carried out to expand the boundaries of the TOR and attract new investors.
In addition, the preferential regime of the Arctic zone of the Russian Federation is in effect on the territory of the Murmansk region. Today, the Murmansk region remains the leader in the number of residents of the Arctic zone of the Russian Federation. Of the 206 residents, about 15% of the projects being implemented are related to industrial production.
