Key settlements will become the center of infrastructure development

By 2030, the quality of the urban environment in Russia's key populated areas should increase by 30%, and by 60% by 2036. These targets have been set by the Presidential Decree as part of the national development goals. Work to improve living conditions is being carried out as part of the national project "Infrastructure for Life".

According to Deputy Prime Minister Marat Khusnullin, the unified list of support settlements includes 2,160 territories. Taking into account adjacent areas, they cover almost the entire country. They include all administrative centers of subjects and agglomerations, as well as small towns, villages and urban-type settlements.

"The unified list of support centers includes 2,160 settlements. Taking into account the adjacent territories, they cover almost the entire country in terms of population. Among them are all agglomerations and administrative centers of regions - 212 settlements. Also included are 183 other centers where large investment projects are being implemented, 217 strategic settlements that ensure national security, as well as 1,548 settlements servicing the adjacent territory. Thus, more than half of the support centers are small towns, urban-type settlements and villages. All support settlements will be included in the development program aimed at improving the quality of life of citizens," said Marat Khusnullin.

In the Murmansk region, the list of support settlements includes Murmansk, Kola District, Severomorsk, Kirovsk, Apatity, Monchegorsk and Polyarnye Zori. Individual priorities will be determined for each settlement: development of social infrastructure, modernization of utility networks, improvement, improvement of transport accessibility.

Infrastructure bonds will be used to finance the events, as well as a new mechanism – treasury infrastructure loans. It will replace the current infrastructure budget and special treasury loans.

The head of the Territorial Development Fund, Ilshat Shagiakhmetov, noted that the regions have already appreciated the convenience of the previous financing mechanisms.

According to him, since 2022, thanks to the IBC and SKK programs, work has been completed on more than 630 sites across the country. The new instrument - treasury infrastructure loans - will continue to work in the same direction.

The approach to development will be differentiated. In small towns and villages, the priority will be the development of social infrastructure in order to reduce the outflow of population. In agglomerations and administrative centers - support for economic efficiency and investment activity. In strategic settlements, attention will be focused on improving living conditions and supporting economic diversification. And in the centers of implementation of large investment projects - on the accelerated development of infrastructure and construction of housing to attract specialists.
