The Murmansk Region Ministry of Property has developed amendments to the resolution on rent for state land plots. The amendments are planned to adjust the procedure for determining the market dynamics coefficient during calculation. Now the coefficient will be calculated from the year of the beginning of the application of the cadastral value, and not from the moment of its determination. This change will reduce the financial burden on all categories of tenants, including the business community.

According to the new approach, the market dynamics coefficient in the year of the beginning of the application of the cadastral value will be equal to 1. In subsequent years, its calculation will take into account consumer price indices (inflation) for previous periods and forecast values ​​from the federal budget. For example, in 2025, the coefficients will be: 1 - if the cadastral value of the land plot began to be applied in 2025, 1.1445 - if in 2024, 1.2294 - if in 2023.

At the same time, the rent for 2025 will be recalculated taking into account all the changes, after which tenants will receive new notifications from local administrations to replace those previously sent.

The changes were formed as a result of the order of the Governor of the Murmansk Region Andrey Chibis to conduct additional work of investment commissioners and the commissioner for the protection of entrepreneurs' rights with the business community, as well as as a result of interaction with the prosecutor's office of the Murmansk Region. The new approach is based on the methodology of Rosstat for calculating consumer price indices, which will ensure the achievement of a balance of interests of the Murmansk Region and business when determining land rent.
