Since 2020, two preferential regimes have been in effect in the Murmansk Region: the Arctic Zone of the Russian Federation and the Capital of the Arctic Priority Development Area. Governor Andrei Chibis spoke about the results achieved in the regional economy thanks to the territorial benefits at an operational meeting today.

On May 12, the Capital of the Arctic Priority Development Area turned five years old. The first priority development area in the Arctic Zone of the Russian Federation was created in a record-breaking five-month period on the initiative of the head of the region. Over the years, the preferential regime has proven itself to be an effective tool for supporting business, contributing to the creation of new enterprises and jobs. Andrei Chibis thanked the Government of Russia for the assistance provided.

Thanks to the action of the Priority Development Area, a number of projects of strategic importance not only for the Kola Arctic, but also for the entire country are being successfully implemented in the Murmansk Region.

"The creation of the Capital of the Arctic Priority Development Area has become an additional incentive for investment. The first resident was the project for the construction of the Center for the Construction of Large-Capacity Marine Structures, which was commissioned in 2022. In 2023, the President of Russia launched the shipment of the first LNG process line during a trip to the Murmansk Region. In 2024, an automated refrigerator was introduced as part of the Udarnik Terminal project, and this year, as part of the International Arctic Forum, Vladimir Putin launched the first shipment of coal from the Lavna seaport, built on our territory for the first time since the Soviet Union," recalled Governor Andrei Chibis.

To date, 306 residents of priority development areas and the Arctic Zone of the Russian Federation have been registered in the Murmansk Region with the declared investment volume exceeding 547 billion rubles and the planned creation of more than 13 thousand jobs. It is important that the Murmansk Region has remained the leader in the number of investments in the Arctic zone of the Russian Federation for five years.

"In fact, residents have invested 269 billion rubles and created more than 5.8 thousand jobs. Almost half of the projects are in the active stage. This is design, construction and purchase of equipment," said the head of the region. 

55 projects of residents have already been commissioned, the rest are at the initial stage, including pre-design work and registration of land plots. Most of them are related to the services and tourism sector.

The Governor also noted that the creation of the necessary energy infrastructure for the Western Transport Logistics Hub, which is fully financed by the federal budget, is ongoing.

Residents in the Murmansk Region are provided with tax breaks, the opportunity to lease land at a preferential rate, and other preferences. Additional support measures have been introduced for SMEs, which allows small businesses to develop in various industries: from retail and catering to tourism and road services.

Let us recall that the development of entrepreneurship and the implementation of investment projects are among the priority areas of the "Living in the North" plan, ensuring economic growth in the region.
