On March 2, the Murmansk Region will begin accepting applications for the unique "Your Home in the Arctic" program. This was announced by regional Governor Andrei Chibis at the traditional operational meeting. Alexandra Karpova, Minister of Construction of the Murmansk Region, explained the program's terms.

"The "Your Home in the Arctic" program was created at the initiative of Murmansk Region Governor Andrei Chibis to improve housing conditions for northerners and has proven extremely popular among the region's residents. Since its launch, 1,832 applications have been received, and 1,646 certificates have been issued for a total of over 2 billion rubles. A total of 1,307 individual residential buildings, with a total floor area of ​​over 113,000 square meters, have already been built or purchased," noted Alexandra Karpova.

As the head of the regional Ministry of Construction emphasized, starting in 2025, the one-time cash payment will be 30% of the cost of an individual residential building, but will not exceed 1 million rubles. The funds can be used to build a home, purchase a prefabricated house or prefabricated house, purchase a home under a shared construction agreement, or as a down payment on a mortgage for all of the above purposes. Fourteen categories of citizens are eligible to participate in the program. The most common purpose is the construction of a detached house—1,151 participants used the certificate for this purpose. The second most popular purpose—322 certificates—is the purchase of a prefabricated house, while the third most popular purpose is using the certificate as a down payment, chosen by 38 participants.

Participants in the "Own Home in the Arctic" program have already registered ownership rights to 884 detached houses with the Unified State Register of Real Estate (USRN) with a total area of ​​over 76,000 square meters. Construction of houses under the remaining certificates is ongoing. In total, over 140,000 square meters of detached houses are expected to be registered under the "Own Home in the Arctic" program.

As a reminder, the "Own Home in the Arctic" program is being implemented as part of the governor's "Live in the North!" plan. In 2025, 226 certificates were issued for a total of 215 million rubles.
