Creative economy

Authority to regulate and develop creative industries as a core sector of the creative economy in the Arctic will be consolidated at the regional level. The corresponding draft law  has been published  on the Open Electronic Region portal.

Granting regional authorities authority in this area is stipulated by the Federal Law "On the Development of Creative Industries in the Russian Federation." This will facilitate systematic efforts to support creative entrepreneurship in the region.

The draft law introduces key concepts such as "creative economy," "creative cluster," and "creative industries." This will further establish clear criteria for classifying businesses as creative industries, maintain a register of them, identify priority areas for creative economy development for the region, and provide specialized support measures for creative industries.

To date, more than 50 regions of the Russian Federation have already adopted similar laws. This has enabled them to transition from a federal framework to a regional register and develop a local creative sector.
