Murmansk Region as a magnet: Over 150 people moved under the "Course to the North" program in 2026

In the first four months of 2026, more than 150 people took the Course to the North project—2.5 times more than in the same period last year. Since the program's inception, more than a thousand people have relocated to the region with personalized support from the Course to the North project.
The largest number of specialists came from Karelia, Krasnodar Krai, and the Belgorod, Leningrad, and Arkhangelsk regions. The project's reach extends far beyond the country's borders: relocations have already taken place from Belarus, Israel, Egypt, and Argentina. Participants from Spain and the Kingdom of Morocco have also applied for relocation.
One of the incentives for growing interest in the Murmansk region and the relocation of families has been the "Arctic Mortgage" program at 2% per annum. The program offers the opportunity to purchase housing, including new buildings, on favorable terms and confidently plan for the future in the Murmansk region. Some participants in the Course to the North project have already taken advantage of this tool.
Among the new residents are not only specialists arriving for the first time but also returning Murmansk residents: those who studied outside the Murmansk Region, gained their first work experience, and chose their home region for further development. They successfully find employment in medicine, education, and industry, and even launch their own businesses.
As Alexandra Kondaurova, Deputy Governor of the Murmansk Region, noted, there has been a noticeable increase in the influx of civilian professionals: designers, marketers, journalists, and SMM specialists. The number of entrepreneurs among those who have moved is also growing—those choosing the region to develop their own businesses. "Such a diversity of sectors allows us to create a balanced and sustainable regional economy, attracting the best talent from across the country and even from abroad," she emphasized.
The "Course to the North" program has received additional promotion thanks to the regional "Arctic Lighthouse" referral program. Residents of the region are receiving a reward for recommending the Murmansk Region to their family and friends: in 2026, northerners can receive 51,000 rubles for the successful relocation and employment of a new resident they invite to the region. Over 100 specialists have already relocated based on recommendations.
"Course to the North" is part of the "Live in the North!" public plan. The program has evolved into a full-fledged ecosystem that is changing the perception of the Arctic: the North is no longer considered the "end of the earth" but a magnet for active, talented, and open-minded people from across Russia and abroad.
