Analysts praised the region's legal foundation for launching infrastructure projects. Ranking third in the "Regulatory and Institutional Environment" section means the region has created benchmark conditions for structuring complex transactions—both large concessions and municipal PPP projects. "Taking third place in the country for the quality of the regulatory framework means passing an audit with flying colors from the most demanding investors," emphasized Murmansk Region Governor Andrey Chibis. "Today, businesses entering our region clearly understand the rules of the game and see clear and stable operating procedures. This factor, not just geographic advantages, is becoming the decisive argument for localizing PPP projects in the Arctic."

This comprehensive effort allowed the region to improve its overall ranking, moving up five spots and securing a position in the top 30.
