Prime Minister Mikhail Mishustin signed a resolution that expands the boundaries of the priority development area (PDA) "Capital of the Arctic" in the Murmansk Region. It will include a land plot located in the village of Vidyaevo, as well as part of the water area of ​​the port of Murmansk, where it is planned to build a marine transshipment complex for liquefied natural gas (LNG). Thanks to the decision, at least 5.83 billion rubles of investment will flow into the region's economy, and the investor company will become a resident of the PDA and receive preferences in the form of reduced tax rates and insurance premiums and a free customs zone regime. 

The project is planned to be implemented in 2022–2023. It will create infrastructure for handling LNG exported to Europe and the Asia-Pacific region. New jobs will appear in Vidyaevo, while total tax and fee revenues from 2022 to 2031 are estimated at 2.6 billion rubles.

The emergence of a marine transshipment complex will increase the volume of LNG transportation along the Northern Sea Route and reduce the cost of delivering liquefied gas to the end consumer.         

The Capital of the Arctic priority development area was created by a government decision in 2020. In total, there are 23 priority development areas in the Russian Arctic zone and the Far Eastern Federal District today. More than 560 resident companies operate there, and the total investment volume under agreements exceeds 4.5 trillion rubles. 

Today, the volume of investments made amounts to 1.6 trillion rubles, and the number of new jobs is almost 50 thousand.

The creation of priority development areas is intended to stimulate priority sectors of the economy and attract new investors, thereby contributing to the growth of prosperity for residents of the regions. 

The signed document amends Government Resolution No. 656 of May 12, 2020.
