The forecast is made in two versions, which provide for both moderate development of the city's economy and slower adaptation in the current geopolitical situation. The document is a guideline for the development of the polar capital and allows for the formation of a budget for the next three years.
According to the administration's estimates, a gradual increase in births is expected in the city in the forecast period. The positive impact on the demographic situation is exerted by kindergartens built within the framework of the national project "Demography" on Dostoevsky and Kapitana Orlikova streets, regional programs "Arctic Mortgage", "Your Home in the Arctic", "Mother's Salary".
In addition, work to improve the housing conditions of young and large families will continue in the period 2024-2028. It is planned to issue certificates for the purchase or construction of housing to 456 families, another 410 will receive a one-time cash payment. An additional 106 families are provided with payments in connection with the birth of a child.
The master plan for the development of the Murmansk agglomeration as one of the Arctic's core cities, support for the ship repair industry - decisions aimed at improving the industrial complex, they received support at the federal level and are included in the forecast plan. A significant increase in the growth rate of housing construction is also expected within the framework of the implementation of the master plan for the development of the Murmansk agglomeration.
