Yuri Serdechkin spoke about the implementation of the plan "Live in the North" in the city of Murmansk
At an operational meeting of the regional government, the head of the city of Murmansk presented a report on the implementation of the “Live in the North” plan in the regional center for 9 months of 2024.
As the head of the city noted, the list of activities of the plan was formed on the basis of proposals from city residents.
Thus, in 2024, in order to increase the rate of resettlement from dilapidated housing, on the instructions of the Governor of the Murmansk Region Andrei Chibis, a large-scale project to demolish dilapidated houses began in Murmansk. 25 houses have already been demolished, contracts for the demolition of another 6 have been signed with a deadline by the end of the year.
Since the beginning of the year, 407 people have already been resettled from 203 residential premises with a total area of 6.5 thousand square meters.
The reboot of housing construction is actively continuing. With the support of the regional government, 10 residential buildings are currently under construction in Murmansk on the streets of Uspensky, Shevchenko, Pavlova, Bondarnaya, Zelenaya, Polyarnye Zori, Kirpichnaya and Molodezhny proezd. The first residents have already been accepted by the houses on Bredova and Bondarnaya streets. The next in line is the house on Uspensky Street, finishing work is currently underway there.
Thanks to the work on the master plan of the Murmansk agglomeration, agreements have been concluded with federal developers for the construction of about 600 thousand square meters of housing. In addition, the government of the Murmansk region, together with the administration of the city of Murmansk and a large developer, Specialized Developer Transstroydevelopment Arktika LLC, is preparing a housing construction project in the residential area of Roslyakovo.
Young and large families of the city of Murmansk, recognized as needing to improve their housing conditions, receive state and municipal support for the purchase or construction of housing. These categories are provided with a social payment. As part of this measure, 135 families will be able to improve their housing conditions in 2024, 88 of which have already received support.
In accordance with the law of the Murmansk region, large families can also count on one-time cash payments in exchange for providing them with a land plot for free.
A lot of work is being done to improve the city's appearance: building facades are being repaired, renovation and restoration work is being carried out that preserves the historical and cultural heritage, modern lighting technologies are being used in the outdoor lighting system, and a unified architectural and artistic image of the city is being created.
As part of the strategic plan "Living in the North", construction work in the polar capital this year covered 222 apartment buildings. Of these, 99 buildings were additionally included in the program using funds from the regional budget.
As part of the federal project "Formation of a Comfortable Urban Environment" of the national project "Housing and Urban Environment", major repairs were carried out on 9 courtyards of 23 apartment buildings.
"The problem that residents of our city often voice is the poor condition of the asphalt concrete pavement in the areas around buildings. In 2024, maintenance repairs of the roadway in the courtyards were carried out in all districts of the city. The list included 335 addresses, the total area of work was almost 49 thousand square meters. This is almost three times more than last year. The addresses were chosen by Murmansk residents through rating voting on the Nash Sever portal," said Yuri Serdechkin.
As part of the national project, the park at 33A Geroev-Severomortsev Avenue has been renovated. The improvement of the Semenovskoye Lake territory with the construction of the Morzhey House building is in the final stage.
In 2024, new children's play and sports complexes appeared in those areas that Murmansk residents voted for during the all-Russian vote for improvement sites within the framework of the presidential national project "Housing and Urban Environment". The installation of 15 sites was completed in the summer.
Murmansk residents highly appreciated the governor's program "In the North - Your Project", initiated by the Governor of the Murmansk Region. In Murmansk this year, 10 projects submitted by northerners have been successfully implemented: the spaces of 7 educational institutions and 3 courtyards have been updated.
Murmansk has become brighter. Under the energy service contract with PJSC Rosseti, more than 10 thousand lamps have been replaced on the streets and in the courtyards. As a result of this work, lux meter measurements showed that the new lamps are 2 times brighter.
After the completion of the road repair campaign in Murmansk, it is expected that the share of the length of roads in the regional center that are in normal condition will be 85%. This year, within the framework of the national project "Safe High-Quality Roads", all of the 27 planned sections have been repaired, with the support of the regional government, an additional 23 objects have been repaired at the expense of the road fund. Major repairs of 4 hazardous intersections are nearing completion.
— High-quality maintenance of the street and road network remains our daily task. We try to update the road cleaning equipment of the Road Management Department, — noted Yuri Serdechkin. — Last year, new snow removal equipment was purchased as part of the “Living in the North” plan. This year, thanks to the support of the head of the region, we continued to replenish the equipment fleet: we purchased an asphalt paver, two road rollers and a tar distributor.
Today, a unit has been created on the basis of the Road Management Department to carry out major repairs and major repairs of the street and road network. This year, the institution has repaired more than 40 thousand square meters of asphalt concrete pavement.
The social sphere remains one of the priorities of the “Living in the North” plan in Murmansk.
In 2024, within the framework of the national project, the space of the Central Children's Library (28 Bering Street) was renovated, and the construction of the building of the cultural development center on Askoldovtsev Street is ongoing. With the support of PJSC NOVATEK, the reconstruction of a cultural heritage site, the building of the former Rodina cinema, is ongoing.
Young artists and sculptors enjoy studying in the renovated historical building of the Children's Art School (1/16 Polyarnoy Divizii Street). On behalf of the Governor of the Murmansk Region, Andrey Chibis, free master classes are held at the Children's Art School for families of SVO participants, and master classes have been organized.
The spaces of schools and kindergartens in Murmansk are noticeably transformed. Thus, within the framework of the governor's "Arctic School" program, 25 schools in Murmansk received modern spaces. And in kindergarten No. 101 (18 Kirov Avenue), the music room was renovated and equipped. In total, since the program was launched in 2021, 66 spaces in schools and kindergartens have been given a new lease of life in the regional center.
The "Warm Window" program for the comprehensive replacement of window units in Murmansk schools and kindergartens will be completed this year.
In Murmansk schools, 50 school sports clubs have been organized, with about 17 thousand students studying in them. There are museums in all schools, gymnasiums and lyceums.
The implementation of the "Work Nearby" project for organizing temporary employment of unemployed citizens, students and minors aged 14 to 18 in their free time allows them to earn their first money in institutions, helping to tidy up their beloved city. As additional assistance, young workers received a regional supplement. In 2024, 1,445 people were employed.
The opinion of Murmansk youth is an important factor in determining key areas of work in the field of youth policy. The city annually hosts events of various types: patriotic events, intellectual tournaments, KVN games and much more.
— Murmansk has been participating in the regional project for the creation of spaces for the support and development of youth initiatives "SOPKI" for several years. 16 such spaces have been opened in the hero city, — the head of Murmansk emphasized.
This year, 3 "SOPKI" spaces have been opened: on ul. Sofii Perovskaya, 39, ul. Maklakova, 25, as well as on the basis of the DK "Sudoremontnik" (ul. Zavodskaya, 1) in the Roslyakovo district. All "SOPKI" are equipped with modern equipment and offer their visitors a wide variety of leisure options. Moreover, 6 "SOPKI. SPORT" halls have been opened. New spaces have been created in different areas of the hero city, including remote ones, such as Roslyakovo and Abram-mys. Visiting these spaces is free for young people under 35 and SVO participants.
Major sporting events have been successfully held in Murmansk: the traditional competition “Ski Track Calls” and the “Gulf Stream” sports festival.
"We are also developing modern trends. As part of the sports festival dedicated to Victory Day, our city hosted the first phygital basketball competition. On City Day, we held a phygital football tournament," said Yuri Serdechkin.
Classes are regularly held under the "Without Finish" project for silver-age Murmansk residents, and the "Recharge" project is in effect.
"Feedback from the residents of the hero city is fundamentally important in the implementation of the "Living in the North" plan and in our work in general. Since October last year, on my instructions, my deputies - heads of districts have been holding meetings in courtyards at convenient evening times. During this time, more than 200 meetings have been held. We will improve this approach and increase the number of meetings," the head of the city noted.
