Governor's Report

The Murmansk Region maintains its leadership in investment activity of residents of the Arctic zone of Russia. In 2019-2023, the volume of investments in fixed assets from all sources of financing amounted to almost 1.2 trillion rubles, of which large industrial companies invested more than 500 billion rubles. This was reported by Governor Andrei Chibis as part of a report to the Murmansk Regional Duma.  
  
"The Murmansk Region is the absolute leader in the volume of investments made by residents of the Arctic Zone of the Russian Federation and in the number of residents. Currently, there are 242 residents of the Arctic Zone of the Russian Federation, and 8 residents within the first advanced development territory created in the Arctic Zone of the Russian Federation, "Arctic Capital". The volume of actual investments amounted to more than 216 billion rubles, about 5 thousand jobs were created," the governor noted.  
  
In addition, the region is implementing measures to support priority and strategic investment projects of the Murmansk Region. In total, 20 investment projects have been supported since the start of these measures.   
 
During the implementation period, the projects have proven their effectiveness - more than 3.6 thousand jobs have been created, more than 400 billion rubles have been invested. The investment portfolio of the Murmansk region includes more than 300 projects with investment prospects of more than 3.2 trillion rubles for 10 years. The volume of GRP of the Murmansk region in 2022 amounted to 1.15 trillion rubles, per capita - 1.7 million rubles (TOP-10 regions of Russia), with an increase of 2.5 times in 2019-2022.   
  
Also, large companies, within the framework of social partnership with the regional government, have made a significant contribution to solving social issues important for residents of the region. 242 events have been implemented within the framework of the agreements. Compared to the period 2014-2019, the volume of investments of companies has increased 5 times. Key industrial enterprises such as PJSC MMC Norilsk Nickel, PJSC NOVATEK, JSC Apatit, JSC Kovdorsky GOK, Rosatom State Corporation, and JSC NTK made a significant contribution to solving social issues that are important for the region's residents.  
  
"Thanks to the support of investment activities in the region, the total number of jobs created over 5 years exceeded 8,500. In 2023, the level of registered unemployment decreased by 3 times compared to 2020 and for the first time reached values ​​​​below the all-Russian average. Such results were achieved, among other things, due to the modernization of the employment center network, the introduction of new approaches to organizing the work of personnel centers, optimization of operational processes, the transfer of services and services to electronic form, and the implementation of a set of measures to increase employment of the population," Andrey Chibis emphasized.   
  
The real sector of the economy, namely enterprises of key sectors of the economy and investors, are the main driver for the formation of a fairly high average salary, for which the Murmansk region is among the TOP-10 regions of the country. The average monthly nominal accrued salary of employees of the region's organizations in 2023 increased by 11.9% and amounted to 98,492 rubles per month, which is 33.6% higher than the Russian average. A high average salary has developed in the key sectors of the region's economy: in fisheries and fish farming, in mining, in construction, in transportation and storage, in manufacturing, including metallurgy and ship repair, in energy.
