On May 8, 2024, the Murmansk Region Government signed a concession agreement on the creation of an Arctic aquathermal sports and recreation complex, which will be built in the Podgornaya Street area in Murmansk.

The investment project for the creation of a regional health and recreation center "Arctic aquathermal sports and recreation complex" will be implemented on the principles of public-private partnership, part of the funds for the construction of the complex will be allocated by the government through an infrastructure budget loan. The total investment in the project will be about 3 billion rubles.  

The concession agreement for the construction of an arctic aquathermal sports and recreation complex in Murmansk was signed by the Chairman of the Tourism Committee of the Murmansk Region, Aleksandr Eliseev, the Minister of Construction of the Murmansk Region, Aleksey Grachikov, and the Minister of Energy and Housing and Public Utilities of the Murmansk Region, Aleksandr Kobitev, on behalf of the regional government, and the General Director of Gorodskoy Kurort Murmansk, Sergey Gunba, on behalf of the Osnova Group of Companies, which is the investor in this project.  

The multifunctional complex managed by the federal network "Termoland" will be a year-round resort for recreation and health improvement for northerners, as well as guests of the Arctic. It is planned that 1,700 people will be able to stay in the complex at the same time.  

"The project involves the creation of a city resort and a sports and health center under one roof with a total area of ​​about 15 thousand square meters with a water park, thermal baths, a swimming pool, a fitness center, a spa, cafes and restaurants. A special feature of this complex will be the presence of a year-round outdoor aquathermal zone with heated pools, a summer cafe and an event area," said Sergey Gunba, General Director of Murmansk City Resort LLC. 
  
The project of the aquathermal complex was developed by specialists of the Murmansk Region Development Corporation and was presented to potential investors at the Russian PPP Week-2022 in Moscow in September 2022. The result was the attraction of the Osnova Group of Companies to the region, which is developing the Termoland network of city resorts throughout the country. The Murmansk complex will be the first water park built by the company beyond the Arctic Circle. Under the terms of the agreement, a special project company, "City Resort Murmansk", was created to implement the project in the Murmansk Region. Construction of the facility will begin after the development of design and estimate documentation and passing of the state examination.  

"The aquathermal complex project was developed on the instructions of the head of the region Andrei Vladimirovich Chibis as part of the "Living in the North" plan and received all the necessary support from the government team. In the future, the investor will be able to become a resident of the Arctic zone and receive available preferences. In addition, the government provides additional support, including direct financing. Thus, thanks to the good economics of the project, we managed to attract a federal infrastructure budget loan for construction and technological connection to utility networks. The amount of support is 570 million rubles," said Svetlana Panfilova, Minister of Arctic Development and Economy of the Murmansk Region.  

It is planned that the arctic aquathermal sports and recreation complex will become the first infrastructure facility within the framework of the integrated development of the territory on Podgornaya Street in Murmansk. At the next stages, it is planned to build new facilities for the comfortable pastime of northerners and guests of the city.
