As part of the Murmansk Region Day at the Russia exhibition, Andrey Chibis signed an agreement with the country's largest developer
Today, Murmansk Region Day is being held in Moscow as part of the international exhibition and forum "Russia" at VDNKh. The list of events, in addition to a rich cultural and entertainment program, included the signing of a number of agreements important for the region. One of them was a memorandum of cooperation with the Samolet Group, which this year took first place among developers in terms of construction volumes in Russia. The signatories of the agreement were Murmansk Region Governor Andrey Chibis and CEO of Samolet-Regions LLC Alexander Prygunkov.
Since September 2023, the regional government, together with Samolet-Regions LLC, has been preparing housing construction projects in the Murmansk agglomeration. Several priority areas have been identified, and detailed development of housing construction parameters and mechanisms is underway.
"It is very important for us that the largest developer in Russia has entered the Murmansk Region with a large housing construction project in Kola. I am sure that this impetus was the result of our systematic work to activate housing construction in the Murmansk Region, as well as thanks to the President's support for our initiatives. First of all, we are talking about the "Arctic Mortgage" and the definition of a list of key Arctic settlements. As a result, the city of Kola is part of the Murmansk agglomeration and will continue to actively transform," noted Murmansk Region Governor Andrei Chibis.
The subject of the agreement signed on the sidelines of the exhibition "Russia" was the intention to implement investment projects for the integrated development of territories located in the Murmansk region. The territory on Pomorskaya Street in Kola was chosen for the start of housing construction by Samolet-Regions LLC.
"On the instructions of the President of the Russian Federation, the Government approved a list of key settlements in the Arctic. The list will strengthen the socio-economic framework of the Russian Arctic. The main goal of this work is the accelerated development of all regions of the Far North and improving the quality of life of northerners. The Arctic is already using mechanisms for accelerated construction of social infrastructure that have proven themselves in the Far East," said Alexey Chekunkov, head of the Ministry for the Development of the Russian Far East, noting that one of the important areas of work is improving the quality of life of people, creating a comfortable urban environment and developing cities in general.
"Murmansk is the world's largest city beyond the Arctic Circle and the capital of the Russian Arctic. The signing of the agreement is a logical continuation of Samolet's expansion into the regions and focus on small towns. I am confident that our experience in implementing complex projects will be useful to the region. Together, we will create not only 90 thousand square meters of modern housing, but also organize a comfortable environment and space for new jobs in the region. Samolet's investments in the new project will amount to about 9 billion rubles," noted Alexander Prygunkov.
The Commission of the Ministry for the Development of the Russian Far East has assigned the status of a resident of the Arctic zone of the Russian Federation to OOO SZ Proekt-S-70, which is a subsidiary of OOO Samolet-Regions and is registered in the Kola District of the Murmansk Region, for the implementation of this project.
"The status of a resident of the Arctic zone of the Russian Federation allows investors to count on a number of tax and other benefits. This allows businesses to develop dynamically, which actively invest funds in the development of the regions of their presence. For ten years, companies have been reducing their property and profit tax costs, paying reduced insurance premiums, which are subsidized by the state. Under a special program, the state compensates interest rates on bank loans. The procedures for obtaining land plots and customs formalities have been simplified," said Alexander Shutov, Director of the KRDV Murmansk, noting that SZ "Project-S-70" has become the 700th resident of the Arctic zone of the Russian Federation.
Today, according to the Far East Development Committee, residents of the Arctic Zone of the Russian Federation are implementing 700 projects with a total investment volume of 825 billion rubles and creating over 25.6 thousand jobs.
Attracting large developers to the region became possible, including thanks to the launch of the preferential housing loan program "Arctic Mortgage", initiated by the Governor of the Murmansk Region Andrei Chibis and supported by the President of Russia Vladimir Putin during his visit to the Murmansk Region in July 2023.
The program expands the scope of the "Far Eastern Mortgage" to the regions of the Arctic zone of the Russian Federation and is designed to improve the housing conditions of the population of the Murmansk region, the Nenets and Yamalo-Nenets autonomous districts, as well as in part of the territory of the Arkhangelsk region, Karelia and Komi, Krasnoyarsk Krai.
