Yuri Serdechkin spoke about the implementation of the strategic plan "Living in the North" in the city of Murmansk
Today, at a meeting of the Murmansk Region Government, the head of the Murmansk City Administration, Yuri Serdechkin, spoke about the implementation of the "Live in the North" plan in the regional center. Initiated by the Governor of the Murmansk Region, Andrei Chibis, the plan is based on the wishes of northerners and has proven itself to be a unique tool for implementing large-scale development goals for the region.
- Murmansk is a strategic city. It has always been so, and today this fact is of even greater importance for our entire country, for the Arctic zone of the Russian Federation and for our region, - Murmansk Region Governor Andrey Chibis opened the meeting. - First of all, this is the logistics potential: the base port for the development of the Northern Sea Route, which today, in accordance with the President's decision, is receiving the closest attention.
In accordance with the instructions of Russian President Vladimir Putin, work is underway to prepare master plans for the development of Arctic core settlements until 2035. As the head of the region noted, the main task of developing core cities is to increase the volume of investment in the development of infrastructure and a comfortable urban environment, in housing construction. Despite the difficult climate, the city must meet all modern demands and needs of people in order to ensure the development of the economy of the Arctic zone of the Russian Federation and the Murmansk region.
Andrey Chibis recalled that since 2019, more than 49 billion rubles have been invested in Murmansk from the regional budget. At the same time, financial support for the capital of the Kola Arctic increases every year: in 2019, 6.2 billion rubles were invested in the development of Murmansk, and in 2023 - almost 14.9 billion. Thus, the volume of invested funds has increased by 2.3 times.
- The implementation of the "Transport of the North" program is one of the most striking results of the work within the framework of the "Living in the North" plan. Thus, with the support of the President and the Government of the Russian Federation, Murmansk received 23 new buses, which will soon be used on 4 city regular transportation routes. The average age of Murmansk buses is 4 years, - noted the head of the Murmansk city administration, Yuri Serdechkin. - Our trolleybus fleet is even younger: the average age of trolleybuses is 3.7 years. In October, thanks to the decision of the Governor of the Murmansk Region, Andrei Chibis, the hero city received 30 new trolleybuses.
The transport infrastructure of the city of Murmansk is actively developing. As part of the implementation of the national project "Safe High-Quality Roads", 18 road sections with a total length of 14.3 km were updated this year. Additionally, with the support of the regional government, as part of the plan "Living in the North", 3 sections of Nizhne-Rostinskoye Highway, 3 sections of Kolsky Avenue, and sidewalks were repaired.
An important issue in the development of urban infrastructure is lighting in courtyards and on roads. In September 2023, an energy service contract was concluded with PJSC Rosseti. The document provides for the replacement of more than 10 thousand lamps in sections of the street and road network and public or courtyard areas of the city of Murmansk with energy-saving LED lamps. Replacement work will begin in December.
– The conversion of boiler houses: coal and diesel, located in the Drovyanoye district, to biofuel will allow to increase the efficiency and reliability of the heat supply system and the accompanying communal infrastructure of the Drovyanoye district and reduce the costs of providing residents with thermal energy, – said Yuri Serdechkin.
The governor's program "In the North - Your Project" has become an effective mechanism for interaction between local governments and society. In 2023, sports and play areas appeared in Murmansk on the territory of kindergarten No. 157 (13 Morskaya St.) and kindergarten No. 73 (10 Gagarina St.), and the assembly hall in school No. 36 (13 Komsomolskaya St.) was renovated.
The Arctic School program, initiated by the Governor of the Murmansk Region Andrey Chibis, helps make children's institutions comfortable and modern. In 2023, 5 educational institutions became winners of the selection. Olympiad training sites in physics, computer science, biology and chemistry were also created. This became possible thanks to the Unicum project. With the help of a subsidy from the regional budget, as part of the implementation of the state program of the Murmansk Region "Comfortable Housing and Urban Environment", the territories of eight schools in the regional center were improved.
The oldest school in Murmansk, Secondary School No. 1, has completed renovations. Thanks to the support of the governor and the participation of NOVATEK, the institution now has new furniture and equipment. Construction of a 500-seat school in the Sovetskaya Street area continues.
As part of the implementation of the national project "Culture" in Murmansk, work is underway at several sites. Construction has begun on the building of the cultural development center on Askoldovtsev Street. Major repairs are being completed on the building of the future art school at 1/16 Polyarnoy Divizii Street. Reconstruction of the cultural heritage site of the former Rodina movie theater is actively underway.
The construction of a multi-apartment residential building on Anatoly Bredov Street is in its final stages, and the construction of a 128-apartment building on Uspensky Street is ongoing. Housing will be provided to residents of emergency buildings and orphans.
The network of physical education and sports institutions in the regional center is constantly being modernized. The city creates conditions for the comprehensive development of youth. Within the framework of the plan "Living in the North" youth spaces "SOPKI" have been opened on the territory of the regional center.
To maintain an effective dialogue with Murmansk residents, the portal "Nash Sever" and social networks are actively used. In addition, since October 2023, on the instructions of the head of the Murmansk city administration, Yuri Serdechkin, weekly meetings of the heads of the districts of the city of Murmansk with citizens have been organized.
